This may help with lag and responce time.
Here's some things you can do to improve things.

First in your Network adapter settings. Untick: QoS Packet Scheduler.

This is made to reserve a set % of Bandwidth for Microsoft programs. It usually has adverse effects and has been in almost every version of Windows. Usually your router is already doing this in some form. Even if you're not using QoS on your router.

The next thing is tweaking Windows settings for better Latency. Which someone made a program to do this. Check out the site for more info: http://www.wowinterface.com/downloads/info13581-LeatrixLatencyFix.html

You just click Install then either enable and disable the network adapter or reboot. You'll only have to re-apply the settings (click install) if you get a network adapter update.

I can confirm this 100% works in games like APB.

Alright next up in some simple tweaks to improve the MS timing.

When running APB if you press enter to chat and type in /FPS you'll see your FPS and how long things will take to happen in milliseconds.

This game hates the V-Sync and Smooth Framerate as well as Anti-Aliasing. Disable them.

With V-Sync and Smooth Frame Rate off the time in miliseconds drops the higher the frame rate. Went from 20-30ms to like 10ms. It makes a difference.

Anti-Aliasing just eats frame rate when action happens. Badly.

Other tweaks you can is trying a custom crosshair. Simple Google search of APB custom crosshair.

You can also search for disabling Mouse Acceleration in APB but I heard the latest patch has prevented the tweak from working....

However you can disable Mouse Smoothing in the APB in game settings which should help.

Last tweak you can do is adjusting your Mouse Polling Rate to 500hz (2MS). Anything higher is overkill. Well this is overkill as is. If your Mouse doesn't offer this there is programs that offer this tweak. Just do a simple search for Windows Mouse Polling Rate tweak. Here's a good read on this kind of stuff: http://eu.cybergamer.com/forums/thread/260663/Mouse-Optimization-Guide:-Acceleration-Fix-and-Polling-Rate/

Give these a whirl. In my testing they help a lot.

I dont get what the latency fix program can do, but the vsync stuff is spot on

I had lag issues with aiming for months, and turning vsync off sorted it.

I keep AA on though, i cant stand jaggies on a big screen, and i cant notice any difference with latency with it on or off

Good guide tho, ill try some of that out on my fiance's pc

"Other tweaks you can is trying a custom crosshair."
For anyone reading this after this post, custom shaders are no longer allowed as of January 1st, 2015.

qos will only help if your routers qos settings are enabled

to set it up properly
with just 1 pc connected to the router, try speedtest.net
do several runs
take the slowset dl/ul speeds -10%

and use those values for the routers qos down/up limits
and set gaming pcs and consoles as priority, everything else as bulk

your lan bandwidth will always be faster than your internet connection
windows qos stealing 5-10% from gigabit lan is still 900-950mb/s
