PC to run APB:R
What is a good build for a PC that won't break the bank that can also run this game at a decent framerate while also making the game look decent? Currently I have all graphical settings at bare minimum and the game looks bad, while only getting around 30fps.

It's time for a desktop.

best bet would be any modern Intel i5 cpu with an NVidia GTX 750ti. The 750ti will be around $100-$130, and an Intel i5-4440 would probably be a sweet spot for any gaming pc when it comes to budget parts.

In APB and UE3 games in general, graphics cards will help a lot with overall framerate and a good CPU will help with choppiness or stuttering. (unless something is being bottlenecked)

hope this helps at all. Those two parts should let you have a stable 60fps in medium to high settings for sure.
