You performed many tests to determine why you could not interact in the game, unfortunatly you neglected to verify that you both were actually on the same server from what you've shared.
There are multiple servers across the earth and there is no interaction between player sets from each location. What you will want to do is ensure you both are on the same server in the future and go forward from there.
Yeah, we are both on EU1 as well. Obeya, that is.
I'm lead to believe you are mistaken in either your spelling of this players name, server you are connecting to, or your instance location relative to theirs.
There are multiple instances of each map futher segregated by Threat level. There is a potential to have multiple instances of the same district with the same threat level. An example would be two social districts.
You should make use of the >>> botton in the top left area of district selection to ensure you are joining the same location.
I've honestly made that mistake with it myself before. The whole EU1/EU2 naming can sometimes wind up with someone mistaking the one server for the other at a glance.
