Pretty much. Pay to progress in a PvP game is pay to win, especially with fckd up matchmaking. Grinding is used as a P2W mechanic, and it really only hurts newer players, while toxic veterans tend to like it since it gives them easier wins.

Loved this game though despite it's flaws. I loved the system and the themes and all the small things like having a music theme. This game had a lot of fun and awesome elements. GTAO has a hell of a learning curve but it's a lot of fun too just slower if your doing randoms alone. You really want to find a group to play with.
