Better safe than sorry.
This said, macros are in a "grey zone". Macros are more likely to get your account flagged and investigated by a staff member. Hardware macros (such as your mouse) are tolerated. Software macros (such as AutoHotKey) are less, from what I've read in the APB forums, over years.
Feel free to browse the steam forums and APB Reloaded forums to confirm if you are in doubt.
I read the question and i decided to not answer to it, but give insight on what I and others may consider you to be if you decided to use it. Steam threads have never been so strict and it isn't going to start now.
There's your answer anyway. I knew scripted macro's were bannable but to know that they actually consider hardware macro's offensive then that makes me ever the more happier.
Built-in macro keys, 3rd part software from hardware (ex: Logitech Gaming Software, Razer Synapse...) WILL NOT get you banned.
Any other 3rd part software, even if it does the same job, cheats, external crosshairs and some overlays WILL most likely get you banned.
Note : I still do not advise you to set your click-rate to something like 1ms using "official" soft.
Note²: That means any software running in background may be flagged as cheat. Close anything useless running before playing APB.
