when you go to check out buy funds
and ur steam overlay should pop up
Edit: Checked around and I was pretty much right. You do have to have the game DOWNLOADED through steam not ADDED into your steam directory. once in game make sure your steam overlay is enabled. when you try to purchase an item people have found that it helps to purchase something that can't currently be afforded. they'll recieve the option to add G1C funds and then an option to use steam funds will appear. after they use the steam funds they cancel their purchase because it's probably something you don't actually want. this is just a method to get the steam wallet to cooperate.
If this didn't help, you could search around through google and check out multiple forum posts to see what people came to the conclusion on but from what I've read this is the only method.
