2 ways Level up a "level 195" contact or Cheese it, (at level 195 level 9-Justin Teng unlocks it for enforcers, for Criminals level 9 with "Michael Simeone")

To unlock the rocket launcher (Osmaw) Level 6 with "Arlon Benjamin" for enforcers it's Level 6 with "Orlenz' Moretti"

If you get enough kills (212) with a Rocket/grenade launcher Lets say "the gold osmaw from jokerstore" or a Legendary "Volcano or any EOL" you unlock a 1slot OPGL/Osmaw and you can buy/use it at level 85.
