From what I, and others whom I have talked to in-game and off, can figure out my problem is unique because I have a top of the line rig when it comes to everything except my GPU.
My GPU is a Radeon HD 6670. While it is nowhere near as top-of-the-line as the rest of my computer rig it should still easily outperform this game when you compare it to any other graphics intensive game on the market during the same time era. Games such as Battlefield 3 can easily keep over 30 fps, yet APBR fails miserably with frame drop down to 12 fps which makes CQB impossible.
Even with Advanced Launcher it still hovers around 30~40 at best and drops into the low 20s in spikes. The problem is that most of the fixes toward frame loss are designed for a computer that is not top-of-the-line and end up at best failing to fix my problem or in some cases even making it worse.
So... I just have learned to get by and not let myself feel bad whenever I get a CQ death from my camera freezing up when I tried to follow an enemy. It really does get annoying at times though seeing an enemy bragging on district or teabagging when you can not even fight them without that handicap. And saying something like "Just be glad I lagged." just sounds so cliche and excuse-ish that I refuse to resort to that.
