The localisation removed the jiggle physics from the game and censored artwork of almost every female character in the entire roster. Then when people complained the localisation staff went "you guys only care about boobs, no one cares about the male characters getting changed!", when the only male character that was changed had no changes to their clothes or design and was just drawn in a slightly different pose to look cooler, unlike the female characters who had almost all had their designs changed to cover them up, and several of them had the size of their breasts reduced. (This deflection tactic may sound familiar to those who have been reading this forum.)
Then, in an amazing, never before seen moment of brilliance, in order to pretend that they weren't censoring the game, they convinced Nexon's management to push all the English censorship onto the Korean version, which had already been out for about a year, so they could say that all versions of the game were the same. Naturally, the Korean players were absolutely pissed that the stuff they paid for suddenly got censored to appease Americans who had nothing to do with them, and the Korean version of the game went up in flames as a result of that.
Funniest part of course was how they said they had made the changes "to make the game appealing to all", and yet censoring what was already a niche game and pissing off their target audience only made the game appeal to no one, and the game ended up shutting down everywhere a year later. Bravo, localisers!
After the English launch they also completely changed one new character from a sentai hero (like a Power Ranger) into a WW1-esque pilot, but that was done to avoid Saban Entertainment's frivolous lawyers, which was fair, because Saban are a group of overly litigious arseholes.
I don't think there was anything to actually say that game was censored other than the fact that it had nowhere near as much fan service as the Senran Kagura games did. Feel free to correct me if something actually had come out.

IMO censored text is a way bigger problem than any character's underwear.
I can understand they do not want to sexualize a little girl but censoring original text sounds excessive.
This is one case where the text changes just don't make much sense in the first place even if they're minor.
