Mama two shoes was the live-in maid for Tom's actual owner. She didn't own Tom herself but she certainly behaved like it at times, not the least of which being the pilot.

I've linked to the wikipedia article on the character as a fact-check, though there does appear to be confusion as to her owning Tom or not, as the "live-in" part of her job isn't explained in the show.
