I've heard there's four I got the 20 dollar one and the hangman one how do I get the others or are they MC ones?

Same way as you got the hangman and 20 dollar, but don't gift Cove the banknote and don't get sick during the boat trip.

The fourth I believe he proposes with a flower from the hill! I don't quite remember how I got this, but it was my second run and I've never been able to replicate this. No DLC at that point in time.

In case you still wanted help with this, here is a little guide I put together for Cove's proposals-

Hangman: Be at Crush in Step 2 and play Growing to get the first game of hangman, play the DLC Moment Boating in Step 3 and feel sick/scared the entire time to get the second game of hangman, then Cove will propose with a third game of hangman
Full Twenty: Take the money Cliff offers when you first meet him, tell Cove about the deal in Step 1 or Step 2, give Cove the twenty as a graduation gift in Step 3, and don’t unlock one of the other proposals that could happen instead of this one. i.e. don’t play both earlier games of hangman
Half Twenty: Tell Cove about the deal in Step 1, when Cove offers you the twenty and don’t accept it, Cliff will rip it and Cove will keep one half, and don’t unlock one of the other proposals that could happen instead of this one. i.e. don’t play both earlier games of hangman
Firefly: Happens if no other proposals were unlocked, so don’t give Cove the full twenty, or get the half ripped twenty, or play both earlier games of hangman

Firefly proposal happens for me if I confess I'm in love with Cove in Step 3 and toggle his personality to the more affable side (studious vs. sporty doesn't seem to be relevant). I didn't meet the hangman or the 20 dollar proposal requirements either, so I think it's lower priority.

You can also get a mutual proposal: confess that you're in love with Cove in Step 3. In Step 4, pick one of the two "you'd been making moves in that direction" choices when the moms joke about you and Cove getting married. STALL the proposal or say you just can't do it (my most consistent luck with this step is doing it on the last opportunity), but let Cove take you to Poppy Hill. I think any of Cove's proposals will work, but the key is to get to the last pair of choices, one of them should say something that ends with "but you wanted to propose too".
