It's certainly possible that Baxter could be the planner for Derek's/MC's wedding. But it's also possible to imagine him not being the planner for Cove's/MC's wedding DLC if you don't play the Wedding DLC and want to headcancon your wedding happening a different way off-screen (like further in the future or sooner than it happens in the DLC). So, it's really anything goes in terms of how it works out off-screen.

Not really. You can be pretty neutral with them, but the relationship can't have a lot of issues or be antagonistic.
3.
Only partially. Once you meet again, you can talk to Baxter about being enchanted by him that night you met him at the Soiree. And at the end of Step 2 you can tell Lee you met a mysterious man at the Soiree when recapping your summer to her. But liking him since you met isn't gonna impact Step 2 in a meaningful way, it's only relevant when you reach Baxter's actual story.
And for the third question, that's actually more or less what I had in mind when I said to be able to answer that if questionned and for it to be referenced in Step 3 and on! Obviously it won't be some sort of deep love with only such a short meeting, but it's the closest thing to that sort of fairytale scenario that this setting can have! Which makes me all the more excited for this!
