Sorry to hear you had some disconnects.

"Ticket #495938 Cheating or Hacking

Thank you for contacting us, cheating reports are handled through in-app reports only at this time".
It's impossible to report cheating/ hacking in-app, if the cheater/ hacker turns off one's computer, and the game is over before one can rejoin.
If Capital Conquest is set up so that an AI player takes the turn of a player who has been disconnected, this should be rethought. All AI levels play VERY poorly in Capital Challenge. In this most recent game referenced in ticket #495938, I would still have had a good chance to win the game, despite missing multiple turns, if my turn had been skipped, with my reinforcements randomly placed. I had no chance when my turn was played by one of the opponents, or by an AI playing on my behalf.
Round: 37 or 36
Capital Challenge - Blizzards/ Fog of War
At Round 37, I was prevented from making my attack, (Ukraine vs Ural), and my computer was turned off. By the time I could return to the game, my cards had been turned in, many of my armies had been moved, I had lost one of my two capitals, most of the troops had been moved from my other capital, and troops were placed in such a way that I couldn't attack anyone.
Significant advantage was gained by OOPSiShartedBIG
When I returned to the game, I was unable to view Rounds prior to 38 in the Battle Log. If a developer checks this game, or just relative positions and battles for rounds 35-38, it should be clear which player was cheating.
