Stop Removal of structure

Is there any way how to prevent removal of structure? When I accidentaly removed highway by destroying roads around I was unable to tell it not to. And it stopped transefring new cars over it and as I had no spare highway I lost as I had to wait to be removed to rebuild, but it redirected cars over the city and jammed it.

Yes happens to mas as well. Also it may costs you the run since you can only place th highway again when all cars went through
