If 2 or 3 cars still manage to move once in a while then it's not a bug. You are trying to force a fire truck hose thru a needle at this point.
It got stuck on one car not being able to leave, then it just piled on...
All exits were free, the car just stood on the roundabout not moving.
That sounds like a bug. But it is also kind of hard to believe because the way these roads are laid out would have 100% had this happen almost immediately without any bug happening.
try to separate the colors by dedicated roads as much as you only can
if every color has to flow through one roundabout, then let the colors move only along one dedicated exit/entrance per color
I deleted the roundabout and the cars moved on to the next roundabout where they got stuck again.

It's a great little game, but there needs to be better traffic ai and more control given to the player.
They just spawned like that... diagonals are ugly... only use them if i'm running out of tiles.
