It seems to be a false positive from your antivirus.

What is your antivirus?

Could you add the Curse of the Dead Gods.exe application in the Exceptions from Huorong and test?

Can you install Curse of the Dead Gods now?

Otherwise:

1. Click Steam (upper left) > Settings > Downloads.
2. Click on the CLEAR DOWNLOAD CACHE button and click OK.
3. Steam will restart automatically.
4. Install Curse of the Dead Gods.

NOTE: This process will not affect your currently installed games, but you will need to log into Steam afterwards.
