The aesthetics are certainly horror with a cyberpunk overworld, but I far more appreciated the horror artwork than be scared by it.
If you're a newcomer to horror, The Consuming Shadow is scarier because of its music and atmosphere. But the depth of story in this game is strong with many little nods and background details behind each encounter plus the tale you uncover as you try to survive the horror you've found yourself trapped in.
You WILL be chased by monster ghosts at times, but they are generally slow and touching them GENERALLY isn't an instant game over. In fact, most of them can only 'hit' you during one of their attacks, and you can run past them in between. Overall, in terms of scare factor, I'd say it's like a 2 out of 10. To put this in perspective, I would say something like Resident Evil is a 1 out of 10, and Amnesia: The Dark Decent, or Silent Hill is like a 9. Something like FNAF would be about a 7. My tolerance level is about 3.
So like it's scarier than your typical Resident Evil game, but on par with stuff like Alone in the Dark or Clock Tower.
So as someone who generally doesn't *do* horror games, I could still finish this without much issue.
Also, tip for later there is one 'puzzle' in the game that drove me crazy because it kind of didn't make sense how it worked despite me having the answer for it, and that's the padlock. If you want to know the exact combination, it's here:
