There are at lease 8 very different costumes for Mei.

Do we find the costumes as we progress or do we need to beat the game first?

In the main game you can get the additional 3 variations of her standard costume(which do not count as the 8 listed above) and the bikini costume. One costume is found in the final boss room, There are 2 more you can get by beating the game once.

4 additional costumes are found in NG+ or NG ++ !

I only could manage to find the four standard variations and the two for beating the game.
I just beat the game on NG++, but I couldn't notice any differences. I got thee identical playthroughs.
I even ran through all the floors, spamming the interact button, to make sure I won't miss anything. Yet I'm still missing a few host pictures, the cosplays and I have no clue how to get another ending.

Looking into this. We have several players who have unlocked the items, but have also gotten similar reports to yours. completely unsure of the cause.

Did you play the game back to back without exiting the game client?

Thank you Shunyata! We were able to find and fix a bug that was causing NG+ flags to wipe. The patch will apply the necessary changes and allow access to the NG+ content again.
