But all's that is showing up is the pcsx2_libretro.dll file when I press load core in retroarch on steam.
funny thing is, is that I got the right bios, I can start the core by itself by using the pcsx2.libretro.dll and it loads the ps2, but the roms I downloaded, I can't choose the pcsx2 core to load them with. weird

Everything worked fine for me, except for copying a file from standalone info to steam version info. Either he didn't mention it or I just didn't noticed.
You have to have three things:
copy new core to "core" and "info" folders.
install a program pcxs2 in "system" folder of steam version
download and add to retroarch bios.
