Starting to emulate stuff while not knowing what compression formats are is like trying to run a marathon without knowing what shoe laces are and that they probably should be tied.
syscard3.pce bios are what you need, put it in your retroarch/system folder.
The games/roms need to be unzipped in a folder, and click on the .cue, not the bin to run the game.
I can't post where to get it obviously for the usual reasons, but search and you will easily find. Pretty easy, just do what I posted here, and you can play your PCECD games.
As for the folder to unzip the games into, I'd make it like so:
PCECD as main folder, and inside a sub folder called ROMS. Put the unzipped games into the ROMS sub folder insider the main folder.
Reason for the sub folder is that, sometimes without, the games just vanish after using retroarch. With the sub folder, it does not happen.
