how to improve look
I enjoy RA but I find the menu looks so terrible to navigate. Is there some kind of theme or way to improve RAs navigation to look neat and clean, maybe show a library of the game covers similar to openEmu?

You can try and change the menu driver to one that you might like; there's Ozone (Switch-like UI), XMB (PS3-like UI), RGUI (low-res pixel UI), or GLUI (a mobile-like UI). Personally I recommend XMB or Ozone. There's also other icon sets you can use and tweak other settings by going into Settings → Interface → Appearance. To use custom fonts with RetroArch for XMB (I haven't tried the others), you can use any *.ttf (True Type Font) file and load it into RetroArch to change the look of the text.

As for getting cover arts for you games on RetroArch, you first need to create a playlist of the games in your library, then download the thumbnail pack from LibRetro's github linked below that matches with the systems for the playlists you've created. Please note that not all games are covered on RetroArch's database, so you may have to download cover art for certain games that are missing.

Here's how I customized the XMB theme with a custom wallpaper, changed the font to Deja Vu Sans Condensed, and used a different icon set.

I miss where the Ozone UI is like the Switch one. It doesn't look like that for me
