Also, googling about your issue:

ºº PPSSPP won't start (or shows a black screen)!
On Windows
Try these steps in order, one at a time:
Update your graphics drivers, if possible
Install a new version of PPSSPP on top
Go to memstick/PSP/SYSTEM/ppsspp.ini and edit GraphicsBackend to 0 or 2 . 0 for OpenGL, 2 for D3D11.

ºº And there are several yt videos about it too.

On the other hand if you messed up settings you can always delete retroarch.cfg which will make everything go to default again and maybe fix things. Back up your files just in case.
And also you can specifically delete in the config system the emulator files but I guess to try and see. Back up your files just in case.
I got to the screen when it asks me to press X and then the screen remains black and that's it.
Now, I tried that very game with standalone emulator and it works ok I can go beyond that screen and see the intro.
Therefore and as it happens with many other RA's cores such as dolphin and lps2, cores not allways are the same than emulators.
In these aforementioned cases cores are comparatively speaking pretty outdated, buggy and experimental.
As a conclusion, stick to standalone till the core gets an update some time.
