- create a shortcut to Steam/steamapps/common/RetroArch/retroarch.exe and name it whatever you want, like SuperMetroid.exe
- add the shortcut to Steam
- edit the shortcut inside Steam and put this in target (adapting the paths):
"C:\Games\SteamLibrary\steamapps\common\RetroArch\retroarch.exe" --load-menu-on-error -L C:\Games\SteamLibrary\steamapps\common\RetroArch\cores\snes9x_libretro.dll "D:\Games\Roms\Super Metroid.sfc"
Put the filename in "double quote" if there's any space in it like I did for "Super Metroid.sfc".
But you need to do this for each game and Steam won't track your RetroArch playtime.
Outside of that, you could probably add the rom files to steam as non-steam games, and set windows to launch those types of files with RA.
(Edit: NVM Steam only allows exe files.)
