Disabling Big Picture Mode Overlay
I typically launch this on my TV through big picture mode. I like to use the guide button for Retroarch, but it will always opent he steam overlay as well even if it is disabled. Is there any way to truly disable the steam overlay or at least rebind the retroarch menu?

you can rebind menu in settings>input>hotkeys>menu toggle(controller combo)

but if you want to disable steam overlay and use the guide button you can right click retroarch go to properties>general to disable overlay and properties>controller to disable steam input and allow guide button to open retroarch menu

The issue is that when in Big Picture Mode the "disable steam overlay" setting is ignored even when Steam input is disabled. This appears to be a steam issue. my current workaround is just using a controller hotkey (L3 + R3). to avoid this issue.
