Problem with SD card
1. I've put files over warpinator to steam deck hdd
2. I've used Dolphin to move those files into SD card
3. I've installed Retro Arch through gaming mode

Retro Arch can't see SD can while searching for games to load. What should I do with this?

Try going into desktop mode and mounting the SD card, there should be an icon in the bottom right of the task bar asking what to do with the card. If you right click that icon and click Configure Removable Devices, you can set it so that the SD card is mounted automatically... but this only makes it so that you don't have to do the entire process - just open desktop mode and go back to gaming mode will work from then on.

Not sure what yours is formatted to, but I insisted on formatting my SD card to NTFS while the Deck recommends Ext4. I assume this is some type of bug/limitation regarding NTFS SD cards, because it'd be pretty funny if this happens on the Ext4 format they recommend.

But this card will work over the NTFS with steam deck?

Yea, Steam Deck can use NTFS but it seems like you always have to load desktop mode then go back to gaming mode in order for it to be seen as mounted

How would I Load an SD Card on the Windows version of RetroArch? Only Android and Steam have help threads for this topic.
