But last year I played a lot of PCSX2 and the gamepads shoulders/triggers worked fine! I don't know what happeend. I looked up difference between controller config (retroarch) and input config (core options) but nothing seems out of place. I didnt updated the core either so it must be human error. That or steam did something to the way retroarch takes the "Xbox Controller" input when they screw Steam Controller after the huge "new big picture/steam deck UI forced to desktop" debacle...
Thanks for the input! Thankfully it seems it was somewhat human error but mixed with some weird thing of Retroarch since I checked MULTIPLE times the section of "controller config" and manually set the bumpers and triggers multiple times with no success. Even with different gamepads (generic non-xbox gamepads too. Bear in mind that they still are registered as Xbox controllers thanks to steam controller overlay).
I was about to give up when I pressed the "restore to default controlls" in the section where you set the button input in retroarch (not the core specific one).
Now it's fixed.
Saldy I can't mark this as an answer.
