Trying to play Jimmy Neutron Boy Genius, an old PC game
Backstory: using a Chromebook, which uses ChromeOS or something like that, but running Steam through Linux.

I have the game files downloaded, specifically one .bin file and one .cue file. Tried selecting either file, no core pairing seems to work. The .bin file pulls up old console cores so I'm guessing none of them will work. Since the game is originally a CD-ROM game, .cue should probably work, but none of the cores worked at all, in fact the PC ones (Beetle something) seemed to force me out of the RetroArch application entirely.

I could try using a virtual machine, but I don't think my chrome OS will allow it even while in Dev mode, so I'd have to try and wrangle Linux (which scares me a little just thinking about it). This is mainly just me trying to go on a nostalgia trip, so if anyone has any ideas of what I could do, or point out something I'm not realizing, it would be greatly appreciated.

Dosbox is the emulator for "old" PC DOS games. The thing is your game isn't that old nor a windows one.
You can play the GBA version with mGBA though. Dunno if it's the same game or has different features.

That's a Windows PC game, Retroarch does not have a "Windows PC" core. You have to either play it with Winetricks like you would on Linux, otherwise you have to play on Windows or normal Linux Distribution.

EDIT: While it's not Retroarch, you can emulate up to Windows 98 with DosBox X
