Not avail from Steam version. Add it manually from repositories or copy from standalone.

put .dll in core folder and .info in info folder

Or do it the easy way. Copy paste the standalone ra version over steam's and you'll find it with the o.u.

Why not just use Final Burn Neo? It's available in Steam.

Not available from Steam, no. You could manually add the core from the non-Steam RetroArch (or grabbing the core from here:

(Windows) https://bot.libretro.com/nightly/windows/x86_64/latest/
(Linux) https://bot.libretro.com/nightly/linux/x86_64/latest/
(macOS x86_64) https://bot.libretro.com/nightly/apple/osx/x86_64/latest/
(macOS ARM) https://bot.libretro.com/nightly/apple/osx/arm64/latest/
