That's because you need bios files to run Sega CD games. It's a CD based system after all. I'll leave a link below so that you now what to look for.

Place them in the System folder in your Retroarch installation. Fire up Retroarch, load the core but not the game. You can click on information and then Core information to check if the bios files are being recognized.

Naming needs to be exactly as it's shown in the Core information. If it differs from the files you have on your computer then simply change them to match it.
If the bios is zipped did you unzip it before placing it in the system folder of retroarch? And like Fili said the name has to be exact.
It also has to be a bin file so the file name will look like this.

BIOS_CD_E.BIN

or

BIOS_CD_J.BIN

or

BIOS_CD_U.BIN

The E, U, and J is for regions. E for Europe. J for Japan. U for United States.

Bad iso probably. Try dumping it again.

Just in case. Extract your rom if it’s in a .rar or .zip file and launch it directly from the .cue file.

I've met same problem.
I renamed the Bios files as "bios_CD_J.bin", it still didn't work.
However... solution was rather silly.
...they didn't run because the name was "bios_CD_J.bin", not "bios_CD_J"

I think same case for the OP. He just needs to remove ".bin" from the filename. ".bin" is the name of extention, not part of a name itself.

If you don't have show file extensions on then yea you don't need the .bin and adding it in twice will make it part of the file name. If you have file extensions on then the .bin is already there and isn't needed. I posted them like that so people know what format they are supposed to be.
