It sounds counter-intuitive to say and even promote something third party, but there's a reason.
There's a current project, PCSX2 that's taking great strides in modernizing PS2 emulation, with things such as per-game configs, resolution upscaling, custom textures, and tons of performance boosts that's updating by the day. It's absolutely worth it.
There is a PCSX2 core on non-steam RetroArch, but its not as advanced and is based on an older version of PCSX2
