What is the best core for playing PS2 games on the steam version of RetroArch?

Right now, it's "Pcsx2".

There are Zero cores available on Steam for Ps2. You need to get it somewhere else.

I find using the Pcsx2 standalone emulator better than the core in RetroArch, at least for now.

yeah just use the standalone emulator for pcsx2. ALOT of outdated versions of 3D emulators on retroarch for some reason.

PCSX2, but don't even care about the Retroarch version as its based off of PCSX2 1.6.0., instead get the Nightly build.

Nightly Build includes the latest patches as they come out, plus some other things like per-game config, proper updating channels, and better ui.

If you want to get help in PCSX2 discord or forums officially you'll have to either use Stable or Nightly, those are your only options.
