i suggest you get Retroarch outside of Steam, any cores thats not listed in DLC doesnt work on the Steam Ver.
If i'm wrong let me know.

You'll need to get the core from the non steam version of retroarch then put it into the cores folder on the steam version

Cores that aren’t steam dlc do work if you add them from the stand alone version . From the stand alone version you can add just about everything to the steam version including playlists and cores and bios

Well the cores that are available on the steam version you can add like it’s game dlc . So if your new to it start there . Dolphin I haven’t got working on any version of retroarch. I use the stand alone dolphin emulator for gamecube/ wii stuff

Got dolphin core to work on steam retroarch. Same way I said add any core from stand alone retroarch. Stand alone dolphin works better for setting controls keep that in mind if you ever get the core working

All I did was set up a non steam version of RA, downloaded all the cores assets necessary files and what not then copy and pasted all the folders into the steam version. Worked a treat.

I transfer cores from original before and it didnt work, so i gave up figure it was normal.
I decide to try again recently and discovered what was the problem.

i put the following .dll core in the core folder like everyone advised.
But i found a tip to ALSO grab the .info file in the info folder too.

so if keep in mind if you get the .dll and put in core folder, also get the .info and put in the info folder.
