For PS1, use the Beetle HW (mednafen) core. The reARMed core will not do increased internal resolution for Windows, and I think (I may be wrong here) it's limited to 2x native resolution on ARM devices.

These options are in the options menu while a game is running. Launch a game. Then hit F1 to bring up the menu. Head to options. You should see several options related to emulation, video output, and audio output. It will be difference for each core.
