My Wild Arms file is on ISO. How do I convert it to bin/cue so I can play it on Retroarch? What happens if it is on 7zip Notepad format, how do I extract it?

You have the instructions there. Try it and see if it works. If you want to extract .rar or .7zip files, you need either "Winrar" or "7zip".

I will be more specific. I got the Wild Arms file in Notepad 7zip file but I have not been able to extract it. I turned it to ISO instead. I was able to convert the ISO to bin/cue like shown in link. I have the bios files in place but it still says fail to load content.

In that case, your best bet would be to dump the game directly from your physical game or get the game somewhere else.

ImgBurn tends to automatically rip PSX games into Bin/CUE format. I only problem is I haven’t managed to get it to rip tracks in chunks.
