They removed the automatic core downloader in the Steam version. You can still import your own cores however.

Was it temporarily unavailable due to the buildbot vandalism?

That or legal issues. Not sure witch. I am sure one of the developers will be able to answer that for you.

it is not available on 1.9.0, might be because of the vandalism. I got the emulator dll from someone with an older version

The page for Dolphin core is still up on docs.libretro.com as well as the GitHub repo at https://github.com/libretro/dolphin however the latter was only committed to 23 days ago.

I doubt there are legal issues, as the official Dolphin GitHub repo is still very much active, unless perhaps libretro found something in the code that isn't quite GPLv2.

You can still download the core from here:
https://github.com/hunterk/libretro_builds/releases
(also some of the other cores that are not available at the buildbot)

I just noticed a commit dated 9 days ago, looks like they are trying to fix its libretro integration.

Could also be that the core won't load games like it should. I think I saw a topic complaining about it on here, which would be another problem.
