Heads-up - DirectX Redistributable
Just as a heads-up, RetroArch requires the DirectX Redistributable to be installed for there to be audio. It uses an audio DLL that isn't built into Windows but instead distributed via the DirectX Redistributable or the DirectX End User Runtimes.

You will need to look into the Steam Store backend to add this redistributable, which is part of the Steamworks Common redistributables package.

This, or download it from Microsoft’s website. The June 2010 DirectX runtime update should suffice.

Download the package, install the package to any folder you like, then run DXSETUP.exe from the folder you installed said package to.

Side note:
This will also help with various other DirectX compatibility issues in terms of graphics for other Steam apps and games as well.

They can, but usually that doesn’t cover all the bases. A prime example of this is Rogue Squadron 3D....Even if the redistributable pack is used via Steam Works, it generally wont install any legacy compatible runtimes. RS3D will run, but with a LOT of graphics glitches. Once I reinstalled the June 2010 DirectX Runtime update....the issues disappeared.

With that said, the RetroArch NSIS installer does offer to install the DirectX Runtime during installation, likely due to the fact that the audio depends on a legacy SDK redist version of XAudio, so it doesn't end up requiring Windows 8.x or 10 to run.
