If you click on the DLS option of the tool bar you may notice that every sector has it's own section for Policies. This is because the Policies set in a DLS only effect that one, single, sector.
As of right now the only sector you're able to gather waste in, is sector 5.
The DLS is one of those buildings that is a must-have for every sector ASAP even if only for the guaranteed +2 to overall stability and the (if at a -1) decrease in food consumption.
The -1 to stability per sector is a small price to pay for being able to make your station self sustaining for resources.
It's also a penalty that's easy enough to counter with other buildings for now, and then completely ignore in the late game when the real powerhouses come into play.
*Edit*
Extra piece of advice.
If you plan to make any mushroom walls, build them in this same sector as the recycling plants, as once you have 10 total (made of any mix between the two) you unlock one of the two best sector specialisations in the game. Of which all the things it does only effects those two buildings.
Thanks for the tip.
The whole sector concept is starting to be more frustrating than anything. Getting flashbacks to Timberborn and how the districts limitations remove all the fun.
The sectors in this game are way easier to manage than the districts in that game ever were.
If you're struggling to get everything to fit in any one sector, I recommend this site. It's a godsend to mapping it all out.

I'd also recommend this as it makes it far easier to understand how sector specialisations work and just what is needed to achieve any of it (also which of them are generally worth the effort) by just letting you know what the numbers involved are outright.

Decent game but too many things like this that are just lazy and poorly thought out.
Yep. It's one of those where you have to turn your brain off to not be constantly annoyed you spent money on it.
Maybe one day we can have games that don't require a lobotomy to enjoy, as a treat.
Seems like storages aren't closed so keeping waste in them might not smell good around, if you pile them up too long, get too much waste in a sector or have a big waste flow (like in a waste focused sector), they do get annoyed by that after some time. The fact storages aren't closed is quite weird tho since global waste management was obviously planned by DOLOS
