So yeah, Persona 4 soundtrack being as it is... he tried Implementing a happy J-Pop sounding OST to fit the vibe of the game. As that, he wanted to make it sound as Genric as possible, that's why a ton of the music in the game is "annoying" It doesn't help with the fact the art direction also ties with that, as each character has a color that makes it seem like there straight out a J-Pop song.
With that, that doesn't mean the game doesn't have bangers. The theme song is a master piece as the arrangement is used with different types of instruments to form a different feeling eveytime you hear the arrangement in a different way reacting a new feeling.
Anyways, I highly recommend listening to his other works. Shin Megami Tensei 3 is a start, a MASTERPIECE of a OST.
As far as music direction goes, it really is down to personal taste. I happen to love the entire P4 soundtrack, and am not a big fan of the SMT tracks as a whole (which is funny because I'm not a big pop guy, but that's mostly Western pop which is an entirely different beast from J-pop).
Even then, the music has to fit in the mood of the game. Game music can be listened out of context, but I believe a large part of the enjoyment comes from the music's fit with the game and the memories they evoke. Making pronouncements without context is as meaningless as saying one type of music is "better" than another when it's merely about personal preferences.
