Why the strange censorship? Spoilers below.
So I bought a few copies of this game and gifted them to friends and bought a physical vita copy for my vita that's been chilling in my cabinet for a few years, me and one other friend have been playing it recently for the first time, me on the vita and they on PC, and we have noticed some differences between the versions.

Murder scenes don't seem to be in the PC version while they are in the Vita version.

Teddie human reveal had its anime scene removed and was in ingame graphics according to my friend.

Why change these few things? What's problematic about them? Its minor things but that's what makes it so strange to censor/change.

Your friend is wrong. It was definitely still a cinematic.

If by "murder scenes" you mean the cutscenes where they show the bodies, then those are still in this version, not sure where that's coming from.

When you say "human reveal", I'm assuming you're talking about Teddie. His animated cutscene is still in the PC version, I've played through the PC version 4 times now and none of the "changes" you mention have actually been changed from the Vita version. It feels like a direct port.

Its not changed

I'm pretty sure there's a bug where all cutscenes were removed: or was it a workaround about the stuttering/crashing scenes? Either way, it's not exclusive to murder scenes.

I have completed Persona 4 Golden and there is no censorship at all.

murder scene ? cutscene ? = not removed
human reveal ? new teddie ? = not removed

Only thing censored is the Yosuke romance route, but all versions of the game cut that.

I believe it's an issue that only happens if you're running an integrated GPU.

Not 100% on that, but it's what PCGW came up with, and I trust them most of the time.

You're thinking of the Persona 4 Anime, which did show close-ups on the murder victims.

Provide some video of the PS Vita & PC version in comparison.

There are definitely changes between the PS2 / Stabdard version and the Vita / Golden version but I've not heard / seen any changes between the Vita / PC version.

Don't mean to be rude, but this sounds like some sort of troll / joke / miscommunication and I'm not going to waste my time looking at videos of both versions.

During development they changed their minds... thankfully.

Nobody removed anything. It was planned but then it was changed. Like hundreds of other things do. Game development is a very iterative process, new ideas are implemented and old ones scrapped all the time.
