Personally i will choose Rise and will romance her only. Because she can give MC a Silver Bangle as christmas gift, this accessory has effect to increase 50% max SP, this bangle will remind of her while Yukiko will give something that has resist fire. But if don't care any additional accessories, romance any of them or just both of them. My vote goes to Rise.

I did Yukiko on the first playthrough and Rise on the second. If you plan to complete the game, then you'll have to play through it at least twice anyways.

There is one good reason for not picking Rise; comedy.

The writers go so hard on the assumption that the player will date Rise, that they didn't even bother to make variations to main story content for who you date. Resulting in countless instances of "Hey Senpai~ Bet you can't wait to see me in this cute outfit." 'I have a girlfriend. She is standing RIGHT THERE.'
