Sea Guardian?

I have cast over 260 times with the Genji Beetle, and not once has the sea guardian even appeared on my line, never mind actually catching it. Is this more or less normal, or am I having astronomically bad luck? It isn't raining, but I'm nearly at the end of the game so I'm just trying to succeed through attrition, but this is something else.

Any tips?

I think you have to talk with the Old Men in the Riverbank about the Sea Guardia first, I also was not managing to get the Sea Guardian until I talked with Old Men about it. I think you have to pick all 4 options when talking to him so you can make the Sea Guardian spawn.

Wow. I loaded a save and did as you said, and caught it within 2 minutes. Incredible how zero guides online mention this. Thank you so much, and curse the 2.5 hours I just spent casting and recasting...

No problem, it is good to know I could help you. I also got extremely frustrated that there were almost no references online about the fact that the player HAS to talk the Old Man at the Riverbank. I literally wasted around 6 hours the first time I tried to fish the Sea Guardian until I realized this.
