>wants it for ng+
>because of maxed star slink, exp boost
>instead of 1/100 chance like on june 24th, now its 1/200 chance

Maybe fuse Satan and get it to lvl 99 and fuse it again to your liking?

I get it when fusing Izanagi-no-Okami and use the Cafe though

At the point in the game you're in, you're way better off getting Victory Cry the intended way.

Lucifer learns at it Level 99.

Perform a Hexagon-Spread in the Velvet Room with Ananta, Anubis, Trumpeter, Michael, Satan, and Metatron. You will need to be at least Level 93. He's the ultimate Persona of the Judgement Arcana, as you know.

You will need to grind him even with the max S. Link EXP bonus. This shouldn't be a problem. He is also the only Persona to naturally learn Absorb Elec.

All else fails, you can use the Cafe to extract the Victory Cry skill card from the Protagonist's ultimate Persona, Izanagi-no-Okami, on a New Game+ and then just put it on whoever.
