If you don't count a game over screen (loss in battle or failure to rescue the victims before the fog lifts) this would be considered the 'worst ending', especially since this is the first time the party shows intent to kill something other than shadows. There is also the case of the 'true' killer being at large and the fact that the party does not deal with the fog that threatens Inaba .
There are other endings but in my opinion a 'worse' ending would be the Accomplice Ending where the player decides to side with the 'true' killer. It seems so out of character, even for a blank-slate character, and just so unreasonable .
Actually getting the best outcome is not so hard. Just sit a while and think.
The worst ending is either Accomplice, where you betray a year's worth of 'the power of friendship' being crammed down your throat to defend the Killer who you know killed two people, or throwing Namatame in the TV without calming the team down, where he also gets away with everything but Nanako doesn't make it.
If you're just looking to get past 12/03 and get on the route to the good ending though, pick these dialogue choices.
Yosuke: What do you want to do... partner?
"Wait a second here."
"We're missing something."
"Namatame's true feelings."
"Something's been bothering me."
"We're missing something..."
"Calm the hell down!"
Yeah, the idea is that the I.T is actually blinded with bloodlust, and you need to create enough doubt in their mind that they rethink their belief that Namatame did it.
Basically, keep on reaching out to the truth (har).
