NPC that advances the story not appearing?!

in my last playthrough, on 7/29, i was able to talk to the student in front of the tofu shop and advance the story fine, but now, when i go to the tofu shop, hes not there? no idea what to do about this

If you got the picture from the student in front of the tofu shop than you should have everything you need to enter the dungeon.

that student isnt appearing, thats my issue

From a quick google it may have to do with the order you talked to the NPCs in. From an old gamefaqs thread:
OP: "What I have done so far is: Talk to Kanji, Talk to Dojima, (End Day), Talked to the store owner, Talked to Adachi, (End Day) but now I can't seem to progress"

Reply: "Wait did you do the second day in that order, or did you talk to Adachi first, then talk to the store owner if yes then the guy with the picture should be there on day 3 Shopping District (S)."
"Yeah you needed to talk to Adachi first, pick "I'll tell Dojima" then talk to shop owner of Souzai Daigaku, I know that if you miss them, they are there on a different day I'm just not exactly sure what days, Just try and find Adachi again, or go talk to the shop keeper, then the next day be on the lookout for student with backpack in shopping district south (the one with the picture) Note what day are you on, is it end of July or First of August. Note you have till August 12 to beat dungeon."

i reset my save to be on the 29th, so i need to talk to adachi then the souzai daigaku owner to get him to appear?
