You need to get the Hermit Quest.
Then you need to ride 3 long rides on your scooter to unlock the beach, and while you're there try fishing (it will tell you that you need a better rod).
Go back and talk to the old man, and ask him all the questions about the guardian (locations, bait, etc).
After that you should be able to catch Inaba Jewel Beetles (the guide I used said in the evening, but I was getting them during the day too).
Go to the river (when it's raining preferably) and cast. You can press the cast button a second time to re-select the bait without wasting a try (as long as you do it before the fish bites) to keep casting over-and-over until you see the ripples around the bobber creating a big splash effect. That's how you know you got a Guardian. You can catch multiple Guardians to use for later fish-feeding quests or just to sell, so if you're patient it's best to catch all Guardians if you have enough bait.
Once you've caught a River Guardian you talk to the old man and he'll give you the Sea rod. Again ask him all the questions about bait and stuff to unlock catching Genji Beetles, and repeat the same thing when it's raining at the beach. Sea Guardians still sell for the most out of the sea fish, but they're not as useful as the River Guardian so you only really need to catch one.
