what's the cut off date for doing social links?

i'm trying to finish all social links but some guides say it's 11/27 and other say 02/04. is it like how persona 5 royal handled 3rd semester that my cut off date is 12/24 but i can continue it if i fulfilled the conditions to unlock 3rd semester?

Yes. Though the cut off is for party social links, you can still do the others before you finish the next dungeon (it's good to put off the boss fight to December 23rd, otherwise the game will skip time to Dec 24). If you find the real culprit and finish Marie's SL, you can play into the 3rd semester (and you can continue with the team's SLs if you're not finished).

wait, you mean my party won't level up their social link but rest of town are fine to increase the social link?

That's not quite what he is saying. You can level up your teammates all the way through the cut off date in February. However, you must max out Marie's social link by the end of December. Once you have done this and start the third semester, one thing that is different is that your maxed social linked teammates will then have the ability to gain a new leveled up persona ability. This is not possible to do with teammates whose social links have not been maxed out yet. You can max out their social links during February and still get this ability though, you just have to hang out with them once (during the day) after they have gotten to max level. If you have the time to do so, I recommend hanging out one time with each of your teammates that you like using in battle to get their special abilities.

I mean usually your team doesn't want to hang out when there's someone in the TV world. Priorities, I guess.

I went through it recently and I was able to hang out with party members during most of December, but it was much rarer than under normal circumstances. Maybe it was like that for the other cases too, but I suspect it is just be a special thing for this case due to the time skip aspect.

Otherwise, yeah, Royal and Golden work the same way. The base game goes to Christmas-ish, then you get some more time if you hung out with the new characters enough.
