Overall physical utility and stability? Chie
Both got power charge if you play your cards right:
Chie got area damage and crits
Kanji is an absolute unit but prone to miss
Overall Chie is sightly better since her Strength is not low to begin with.
Use both, at the same time.
Oh, you're talking about their personas? Uhh, in my opinion Kanji is better when it comes to Damage

Chie offers Apt pupil (more crit to her) + revolution (AoE buff crit for everyone, including enemies), Single attack buff, AoE phys attacks and power charge.
Chie's scooter riding ranks can giver her: Hamon at rank 3 and at Rank 4 Tetra break (negating tetrakarn to all enemies).
A reminder, skills with counter effect doens't stack (so no counter + counter strike).
Kanji offers Aoe Buff Attack, defense for the party, AoE agility debuff, power charge, regenerate 3 and highest health pool in the entire party.
Since you're only using izanagi, i suppose you could replace all Electricity related skills with skills he gains riding with you (same interation with chie), which gives Kanji at Rank 4 Fast Heal (Halving the duration of all ailments on him) and Mediarama at rank 5.
And from what i remember Primal Force does more damage and it has more crit chance than god's hand. So Kanji having lower luck than chie isn't really a problem, and buffing Kanji's luck stat with items or skill teaching on Izanagi is also possible.
