That being said, you should at least consider getting some personas for the social link purposes and Margaret's requests as well as to cover all elemetal attacks for double turns.
the general rule is you fuse the strongest thing you can get, though i'll admit i did keep a black frost that started at level 41 (38 base + 3 from social link and daily bonus) all the way to about 72 by the end of the game, but thats just because he started strong, has 2 drains and synergyzed with my party anyway
Doing the compendium is still worth it, you seriously need more of the late game attacks as you move forward, not to mention you need some of the fusions for Margaret's social link.
Stats are great, but you can only do so much with a persona once it's moves pool reaches it's limit.
