When does Network function unlock?

So I understand there's supposedly network function that exists to tell you which choice people made during questions from teachers, exams etc. just how it was in Persona 5, or is it different?

Either way, when does it happen? Because in school you actually get a question at the start of the game but network function isn't there, does it come later?

p.s. I'm not trying to cheat, I already am a sort of a veteran having played P4 original version like 4 times, but never the golden one

It unlocks on a certain day in the early game.
But it only tells you what activities people did during that day's timeslots

Network function begins when you start the first dungeon. When it unlocks, when in the real world you can query for suggestions for what to do next based on what other players did, and when in the Midnight Channel you can both call an SOS to request help or answer other people's SOS messsages to give them a boost in battle.

If you try to play offline and you save your game then the online function will never work again on your save file ;) But it seems useless, it never worked for me and the game is to easy to use it
