Chie's ultimate persona not triggering?

I'm at the winter part and have a maxed out chie social link but whenever i talk to her the game says I'll gain nothing more from spending time together. And it is right spending time with her plays the generic romance scene since i'm dating her.

You have to wait for her to approach you during Lunchtime.

Usually this isn't a problem, but it IS technically random. Rise didn't trigger for me until like 3 days before the end of the game.

Hmm that is odd. With me the Ultimate persona scenes always trigger during the 2nd week of January which would be the 9th.

Yeah some of them also took a while for me, i thought you needed to gaim more friendship with them for it to trigger but it wasn't the case on my NG+
Just wait for them to tell you they wanna talk

You need them to approach you first, I got yosuke, yukiko, rise, and even naoto who wasn't on my team but teddie only asked once when I had to go see others.

Also you need to max out the team member's SL in order to get access to their top tier personas.

Both her and teddie approached me the day before and i did teddie's first. Do i have to do it the same day they approach? Did i screw it?

i think they'll only approach you once, but they're not available every day (probably only teddie is since hes a special case)
just to make sure keep a save file where you are and fast forward a couple of days until you see Chie available for hanging out with
